Professor Hugh Thirlway studied law at Cambridge (St. John’s 1955-1959) and at the Université de Nancy, France. He was for a number of years Professor of International Law at the Graduate Institute of International Studies, Geneva, but has spent the greater part of his working life on the legal staff of the International Court of Justice, in particular as Principal Legal Secretary (1987-1984 and 2003-2007). Since 1989 he has been contributing to the British Year Book of International Law a series of studies of the law as applied by the Court in current cases.
Professor Thirlway will discuss legal issues arising out of recent cases before the ICJ involving the Genocide Convention, in particular the question of reservations to the Convention raised in the 2006 decision in Armed Activities on the Territory of the Congo (DRC v. Rwanda) and the interpretation of the Convention in the 2007 decision in Application of the Genocide Convention (Bosnia and Herzegovina v. Serbia).
