Dr Tim Potier is Associate Professor of International Law at the University of Nicosia, Cyprus. He is currently also a Visiting Fellow at the Centre of International Studies, University of Cambridge, where he is conducting research on deadlock-avoiding /resolving mechanisms in post-conflict States.
Summary: The election of Demetris Christofias at President of Cyprus in February 2008 has provided new hope for perhaps one final push to reunify the divided island of Cyprus. On 21st March, the leaders of the two communities, Greek and Turkish Cypriot, agreed to work towards the establishment of new negotiations, preceded by a three-month preparatory stage undertaken by working groups and technical committees.
In his presentation, Dr Potier will identify the core issues and likely sticking points, including in such fields as security, the property issue and the manifestation of political equality. To date, both communities have been very clear about the type of settlement they desire, but reluctant to make the necessary mutual compromises. The coming period ought to determine, once and for all, whether such settlement can ever be possible.
