Dr John Barker

Dr Barker is the Chairman of the UK Foreign Compensation Commission, a Fellow of the Lauterpacht Centre for International Law and a Law Fellow at Hughes Hall.

He also serves as the Coordinator of the Governance Education Network, a coalition of governance experts seeking to enhance through general education and specialised training the practical application of governance principles in support of development objectives.

His principal areas of interest are international claims practice and the promotion of administrative justice, human rights and good governance. With professional experience in Southern and West Africa spanning 28 years, he advises governments, international development agencies and non-governmental organisations on justice sector reform and institutional capacity-building.

He is a founding member of the Association for Commonwealth Studies, and has designed, implemented and evaluated a number of legal reform and transitional justice programmes for the UNDP, the Office of the High Commissioner for Human Rights, the European Commission, CIDA and DFID.
