Profile:
Carolin is a PhD student at the University of Münster, where her PhD thesis is supervised by Prof. Dr. Frank Zimmermann. She works as a research assistant at both the University of Münster and the University of Freiburg. Previously, she completed her law degree at the University of Münster, passing her First State Examination, and spent a semester abroad at the University of La Coruña in Spain.

Research Title:
Horizontal Cooperation in International Criminal Law - Possibilities and Limits of the Duty to Prosecute or Extradite under the Ljubljana-The Hague Convention
Research Outline:
Carolin’s research focuses on the extradition and prosecution obligations states have under the Ljubljana-The Hague Convention and whether and how safe havens for perpetrators of core international crimes can be prevented as a result. International crimes have thus far been treated like any other offence in international cooperation. However, these offences have special characteristics due to their international nature, state involvement, and severity. Significant gaps exist in case law, legislation, and academic debate regarding cooperation in prosecuting core crimes. States’ uncoordinated and selective actions have allowed perpetrators to find temporary safe havens and escape punishment. The research identifies existing gaps, analyses whether the Ljubljana-The Hague Convention fills them, and explores alternative approaches to establish a coherent system of criminal prosecution and interstate cooperation.
