Konrad Jan Marciniak is currently a Deputy Director at the Legal and Treaty Department of the Ministry of Foreign Affairs of the Republic of Poland. He has lectured at the University of Cardinal Stefan Wyszynski in Warsaw, National School of Public Administration, Polish Diplomatic Academy, as well as Collegium Civitas in Warsaw. He was a Bohdan Winiarski fellow at the Lauterpacht Centre for International Law in 2009, as well interned with the International Tribunal for the Law of the Sea in 2010.

Konrad advises the Government of Poland in particular on the law of treaties, issues related to the law of the sea and environmental law. In particular, he supervises all treaty procedures in Poland, participates in the United Nations General Assembly negotiations on marine biological diversity in areas beyond national jurisdiction, other law of the sea-related processes, as well as represents the Government of Poland in the work of the European Union Working Party on the Law of the Sea (COMAR). He also represents Poland at the annual Antarctic Treaty Consultative Meetings (ATCM).

Konrad defended his PhD thesis on ‘Marine Genetic Resources in the Law of the Sea’ in 2014, as well as authored number of articles on the law of the sea and other public international law and EU law topics. His current research interests relate to public international law, including in particular the law of the sea, biodiversity and environmental law, climate change and law of treaties.

Konrad is a Member of the Maritime Law Committee of the Polish Academy of Sciences, of the International Law Association (Polish Branch), and of the European Society of International Law.
