Profile: 

Dr Eugenio Carli is a Research fellow in Public international law at the Department of Political and International Sciences of the University of Siena (Italy), where he teaches a course on the fundamentals of Public international law and conducts research on state responsibility and international litigation issues. He also holds a course on the law of international organizations and the use of force at the Institute of Military Aeronautical Sciences in Florence (Italy).

Dr Carli holds a PhD (2016) in International and European Union Law from the University of Florence under the supervision of Professor Emeritus Riccardo Pisillo Mazzeschi. He attended the summer courses at The Hague Academy of International Law in 2016 and 2023 and was visiting fellow at the Amsterdam Center for International Law at the University of Amsterdam (Netherlands) in 2015. He is been a member of the Italian Society of International and European Union Law since 2020.

Dr Carli is the author of a monograph on the Common Security and Defence Policy missions of the European Union and related international responsibility profiles published in 2019, as well as of several articles on, inter alia, responsibility and immunity law of states and international organizations.

Research Title:

Implementation of responsibility for breaches of collective obligations and peremptory norms

Research Outline:

The research focuses on the most recent developments regarding the law of international responsibility for breaches of collective obligations (erga omnes and erga omnes partes) and peremptory norms of international law.
The questions of judicial standing of States other than those directly injured and the possibility for such States to adopt countermeasures against the wrongdoer will be particularly dealt with.
