Profile: 

Martin is a Senior Lecturer in International Law and heads the Centre for International Humanitarian and Operational Law (CIHOL) at Palacký University's Law Faculty, also serving as Vice-Dean for International Affairs. He served previously as a lecturer at the Chair for European Law and Transition Studies at the University of Giessen, Germany. Until 2023, he was also a lecturer at the Charles University in Prague.

Internationally recognized, Martin has lectured globally, including in France, Luxembourg, Brazil, Colombia, South Africa, New Zealand, and Portugal. He contributed as a co-author to reports for the EU Fundamental Rights Agency and was an alternate member of its Management Board. Additionally, he was a senior member of the Centre for Excellence on Human Rights at Charles University.

Martin has received various scholarships, such as the German Federal Scholarship and the Ryoichi Sasakawa Young Leaders Fellowship. He has authored or co-authored around 60 publications in international law, spanning topics like general international law, international institutional law, human rights, use of force, and law of armed conflict.

Research Title:

Accountability of International Organisations for Human Rights Violations

Research Outline:

The research is part of a broader habilitation project investigating the accountability of international organizations for human rights violations. It will focus on identifying the sources of international human rights obligations for international organizations and exploring the right to reparation in the context of violations by these entities. The project addresses the intersection of two major developments in international law: the growth of international organizations and the integration of human rights. It aims to clarify the legal basis for holding international organizations accountable to human rights norms, examining treaties, customary law, general principles, and unilateral acts to determine these organizations' obligations. Additionally, the research will investigate the concept of reparation, assessing its applicability to individuals affected by the actions of international organizations. This includes analyzing whether principles of reparation at the inter-state level can be applied to the relationship between international organizations and individual victims, thereby contributing to a theoretical framework that bridges responsibility, human rights protection, and the victims' perspective within the realm of international organizations.
